The Supreme Godfathers (SGFs)
Within the PGBI organizational hierarchy, the Supreme Godfather (SGF) and Supreme Godmother (SGM) hold significant leadership roles, especially as active officers drawn from the armed forces or law enforcement agencies. Their positions confer both authority and responsibility, but their power is ultimately derived from and subordinate to the highest national leadership, known as the Grand Supremo (GS).
Legal Role of the Supreme Godfather / Godmother
The SGF/SGM are active commissioned officers of agencies such as the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), or Bureau of Jail Management and Penology (BJMP). Their legal role encompasses:
- Leadership and Decision-Making:
As top leaders within the organization, SGF/SGM are vested with the authority to make decisions concerning their operational scope. This includes strategic planning, supervision of activities, and the enforcement of organizational policies within their jurisdiction.
- Operational Authority:
They serve as top officers in charge of their respective areas, often overseeing field operations, discipline, and the implementation of directives from higher authorities.
The Operational Authority of the SGF refers to their power and responsibility to manage and supervise the day-to-day activities within their respective areas of jurisdiction. Specifically, they serve as the chief officers responsible for:
- Overseeing Field Operations:
Directing and coordinating activities in the field to ensure efficient and effective execution of missions, law enforcement, or organizational tasks.
- Maintaining Discipline:
Enforcing rules, regulations, and codes of conduct among personnel under their area of responsibilities to uphold order and professionalism.
- Implementing Directives:
Carrying out policies, orders, and strategic plans issued by higher authorities, particularly from the Grand Supremo (GS) or organizational leadership, ensuring compliance and proper execution.
In essence, their operational authority empowers them to make decisions and manage resources within their areas to achieve organizational goals, always aligned with directives from the Office of the National President.
- Representation:
They act as the official representatives of the organization within their area or sector, ensuring organizational directives are aligned with the PGBI organizational policies and laws.
- Responsibility and Accountability:
Their decisions and actions are legally binding within their scope, but they are accountable to the organization’s hierarchy, particularly the Grand Supremo (National President/Chairman).
Reporting Structure and Chain of Command
The SGF/SGM operate under a defined hierarchy:
- Report to the Grand Supremo (GS):
The highest national official of the organization, the Grand Supremo (GS), holds the ultimate decision-making authority. The SGF/SGM are expected to report regularly to the GS on organizational matters, operational updates, and issues requiring higher-level intervention.
- Operate Under the Authority of the Grand Supremo (GS):
While SGF/SGM have decision-making power within their scope, their authority is delegated and limited by the directives of the Grand Supremo. Major policy decisions, strategic changes, or disciplinary actions beyond their scope typically require approval or consultation with the GS.
- Decision-Making within Scope:
The SGF/SGM can make decisions independently within their operational jurisdiction, but such decisions must be aligned with the overarching policies set by the Grand Supremo (GS). – GSM
